El Memorando de entendimiento sobre el control del Estado rector del puerto para la región de África occidental y central (MoU de Abuja) es uno de los 9 MoU regionales y 1 MoU nacional establecidos de conformidad con la Resolución A.682(17) de la OMI de 1991. Opera bajo un acuerdo de cooperación con la OMI. , el MoU de Abuja se estableció como una organización intergubernamental que comprende las administraciones marítimas de veintidós países colindantes con la costa atlántica de África.
