O Memorando de Entendimento sobre o Controlo pelo Estado do Porto para a Região da África Ocidental e Central (MoU de Abuja) é um dos 9 MoU Regionais e 1 MoU Nacional estabelecidos nos termos da Resolução A.682(17) da IMO de 1991. Operando sob um Acordo de Cooperação com a IMO , o Memorando de Entendimento de Abuja foi estabelecido como uma organização intergovernamental que compreende as administrações marítimas de vinte e dois países confinantes com a costa atlântica de África.
