Le Mémorandum d'accord sur le contrôle par l'État du port pour la région de l'Afrique de l'Ouest et du Centre (MoU d'Abuja) est l'un des 9 MoU régionaux et du 1 MoU national établis conformément à la résolution A.682(17) de l'OMI de 1991. Fonctionnant dans le cadre d'un accord de coopération avec l'OMI. , le MoU d'Abuja a été créé en tant qu'organisation intergouvernementale comprenant les administrations maritimes de vingt-deux pays riverains de la côte atlantique de l'Afrique.
